2008

  • Speech by Hon. Ed Stelmach, Premier of Alberta, at the 16th Annual CCPPP National Conference on November 24, 2008. Premier Stelmach outlined his government's use of PPP to deliver much-needed infrastructure citing recent examples in the highways and schools sector. Premier Stelmach said: "We're committed to P3s where they make sense."
  • Presentation by Pierre Lortie, Senior Business Advisor, Fraser Milner Casgrain LLP, to the OECD Forum in Paris, France on June 4, 2008. Mr. Lortie discussed the global infrastructure deficit, constraints on government spending and the possible role for PPP.
  • Presentation by Larry Blain, CEO, Partnerships BC on May 28, 2008 in Toronto, Ontario. Mr. Blain provided an overview of activity in British Columbia and the agency's experience with recent PPP procurements in healthcare and transportation. He also outlined some upcoming projects and the prospects for PPP in BC in the future. A "For the Record" synopsis of Mr. Blain's presentation was mailed to CCPPP members. Those who attended the event may request copy of Mr. Blain's presentation by contacting the CCPPP office.
  • Canadian Delegation Promotes PPP in California
    When the Canadian Council was conceived in 1993, there was an appreciation that PPP expertise developed in Canada would be valuable to other jurisdictions at some point. Certainly Canada benefited from the transfer of skills from the UK and Australia and continues to do so as more and more individuals take up positions in companies working in the PPP businesses in this country. Now it is Canada’s turn to showcase its PPP experience. At the request of the Government of Canada, Infrastructure Ontario’s David Livingston and representatives of CCPPP participated in two days of meetings with State of California legislators and staff, local business organizations, Stanford University students and municipal representatives highlighting the concepts of AFP and PPP, and the progress being made in Canada. As part of the on-going efforts of Canada’s Trade and Investment officials in California, the trip was designed to facilitate trade, investment, research and development between the two jurisdictions. Representing CCPPP were: Tim Philpotts, Director of CCPPP and Senior Vice President, Ernst & Young Corporate Finance (Canada) Inc. and Gord Willcocks, Director of CCPPP and Partner, McCarthy Tétrault LLP. There is a very strong and growing interest in PPP in California but a complex legal and political environment that will present some challenges. However, not unlike the early Canadian experience, there are one-off projects being done but not within a framework of an overall state or federal program. With the talent pool within the business and academic community coupled with the staggering deficit and growing need for infrastructure and related services, there is tremendous pressure on the State to mobilize a PPP program, something that is currently in the works. Throughout the two days of meetings, a number of Californians mentioned the invaluable support they were receiving from British Columbia, Ontario and other Canadian companies as they make their way through the preliminary work that needs to be done to move to a PPP environment. 2007

  • Speech by Tyler Duvall, Assistant Secretary of Transportation, US Government, at the 15th Annual National Conference on PPP on November 27, 2007 in Toronto, Ontario. Mr. Duvall spoke about the opportunities and challenges for P3 in the US market.
  • Speech by Hon. Jim Flaherty, Minister of Finance, at the 15th Annual National Conference on PPP on November 26, 2007 in Toronto, Ontario. Minister Flaherty discusses the Federal Government's commitment to PPP, including a PPP office and "Building Canada" program.
  • Speech by Hon. Lawrence Cannon, Minister of Transport, Infrastructure and Communities, at the 15th Annual Conference on Public-Private Partnerships on November 27, 2007. The Minister outlines the strategic importance of Canada's border crossings and gateways and the role for the private sector in financing and operation.

2006

  • Speech by Hon. Lawrence Cannon, Federal Minister of Transport, Infrastructure and Communities, at the 14th Annual Conference on Public-Private Partnerships on November 20, 2006. The Minister discussed his government's support for public-private partnerships, as well as the federal government's role in – and the need for – infrastructure investment across Canada.
  • Presentation by: Dale Richmond, President, CCPPP; James Cowan, Managing Director, Macquarie North America Ltd.; Duncan Ball, Managing Director, ABN AMRO Bank N.V., Canada Branch; and J. Michael Rolland, Senior Vice President, Borealis Infrastructure, at the Metropolis Conference on June 15, 2006 in Toronto, Ontario. The panellists discussed the winning conditions for PPP, international projects and sector-specific activity.

  • Excerpts from a speech by The Hon Steve Bracks, Premier of the State of Victoria, Australia to the Institute for Public-Private Partnerships and The Canadian Council for Public-Private Partnerships on April 13, 2006 in Montreal, QC. Premier Bracks outlined He outlined the State of Victoria's role in Australia's $20 billion PPP market and the importance of creating a coordinated national PPP approach.
  • Summary of remarks by David Livingston, President & CEO, Infrastructure Ontario and his team, at a Council event on April 6, 2006. Mr. Livingston discussed the role of Infrastructure Ontario in the province's infrastructure renewal program as well as the scope and timing of projects delivered using Alternative Financing and Procurement (AFP). 2005

  • Speech by Patrick Gandil, Deputy Minister of Transport, Infrastructure, Tourism & the Sea, at the 13th Annual Conference on Public-Private Partnerships on November 29, 2005. Mr. Gandil provided an overview of the history of toll roads in France as the government increased and is now divesting its controlling positions in the concessions.

  • Speech by Hon. John Brumby, Treasurer and Minister for State & Regional Development, State of Victoria, Australia at the 13th Annual Conference on Public-Private Partnerships on November 28, 2005. Mr. Brumby discussed the importance of a "single market" appearance in developing PPPs, based on his experience in Australia.

  • Excerpts from speech by David Dodge, Governor, Bank of Canada at the 13th Annual Conference on Public-Private Partnerships on November 28, 2005.   • Speech by Hon. Michael H. Wilson to the Ontario Hospital Association "HealthAchieve2005" Canadian College of Health Service Executives Luncheon on November 1, 2005. Mr. Wilson describes some of the benefits of the P3 approach for hospital infrastructure.

  • Summary of remarks by Robert Poole, Director of Transportation Studies, Reason Foundation, USA, at a Council event on June 10, 2005. Mr. Poole discussed the recent "tolling revolution" occurring in the US, with a number of new HOT (High Occupancy Toll) Lanes and toll roads being developed. He stressed the impact this has had on government revenues as well as traffic congestion. A transcript of Mr. Poole's remarks are available to members from The Council offices.

  • Presentation by Don Pierce, Partner, Goodmans LLP, to the Canadian Society for Civil Engineering Conference on June 3, 2005. Mr. Pierce's presentation, entitled "Civil Infrastructure Renewal: The P3 Solution" outlined the role of P3s in life cycle costing and provided an overview of the Fredericton-Moncton Highway project.

  • Reprint of commentary by CCPPP Chair Michael Wilson, which appeared in the National Post on February 2, 2005. Mr. Wilson notes that pension dollars are leaving the country despite an infrastructure crisis in Canada. He suggests that more projects are needed to capitalize on this investment appetite.

2004

  • Presentation by David McFadden, Director, CCPPP and Partner, Gowling Lafleur Henderson LLP, at the Real Estate Forum on December 2, 2004. Mr. McFadden discussed the state of P3s in Canada and the results from a national survey on Canadians' attitudes to P3.

  • Presentation by Lew Adams, Board Member, UK Strategic Rail Authority and former General Secretary of the UK train drivers union (ASLEF). Mr. Adams spoke at a Vancouver Board of Trade event on November 26, 2004 on unions and P3. He was also interviewed on the Bill Good Radio Show (CKNW Vancouver).

  • Presentation by Richard Wade, Auditor, UK National Audit Office, at the 12th Annual Conference on Public-Private Partnerships on November 23, 2004. Mr. Wade was part of a panel discussion on responsible and transparent reporting of P3s. He discusses the auditor's role in the UK, the decision-making process and how to evaluate value for money and risk transfer.

  • Speech by Hon. Gary Collins, then Minister of Finance, Government of British Columbia, at the 12th Annual Conference on Public-Private Partnerships on November 22, 2004. Minister Collins outlines what his government has been doing in the area of PPP and what steps can be taken to maximize the opportunities.

  • Presentation by Donald Drummond, Senior Vice President and Chief Economist, TD Bank Financial Group, at the 12th Annual Conference on Public-Private Partnerships on November 22, 2004. Mr. Drummond outlines the infrastructure crisis at the municipal level in Canada and the potential role for P3s.

  • Presentation by Dr. M. Saeed Mirza, Professor, Department of Civil Engineering and Applied Mechanics, McGill University, at the 12th Annual Conference on Public-Private Partnerships on November 22, 2004. Dr. Mirza explains the consequences of not adequately maintaining assets and some potential solutions for Canada.

  • Presentation by Scott Carson, CCPPP Board Member and Dean, School of Business and Economics, Wilfrid Laurier University, to the Hong Kong Institute of Surveyors' 20th Anniversary Conference on Public-Private Partnerships on May 29, 2004.   • Summary of submission to CCPPP by The Rt. Hon. Robert Finch, Lord Mayor of London, England, who appeared at a Council-sponsored event on April 30, 2004. His remarks offered an insightful view of the UK's PPP export potential and what's happening with PPP in other countries.

  • Summary of remarks by Lew Adams, former General Secretary of the UK train drivers union (ASLEF), at a Council event on May 25, 2004 in Toronto. Mr. Adams explains how he became a supporter of P3s and brought 17,000 members into the position of understanding the benefits of working with the private sector in Britain.

  • Submission by CCPPP Chair Michael Wilson to the National Post, which appeared (edited) in the Commentary section on May 15, 2004. Mr. Wilson outlines the benefits of using a P3 approach for the Richmond Airport Vancouver Rapid Transit Line and what a lost opportunity would mean be for the city and the 2010 Winter Olympics.

  • Presentation by John Haythorne, Head, Public Private Partnerships Group at Bull Housser & Tupper, at the Canadian Construction Association's Annual Conference on March 24, 2004. Mr. Haythorne's speech provides an overview of PPP projects in Canada, the benefits of the approach and the implications for the construction industry.

  • Presentation by Dr. Scott Carson, CCPPP Board Member and Dean, School of Business and Economics, Wilfrid Laurier University at the Institute of Public Administration of Canada (IPAC) conference on August 24-27, 2003. Dr. Carson's presentation "Sustaining Innovation in Public Organizations" provided an overview of the 2002 National Award Winners for Innovation & Excellence in Public-Private Partnerships.

  • Presentation by Russell Goodman, CCPPP Board Member and Managing Director, PricewaterhouseCoopers LLP, Montreal, to public and private sector representatives in Uruguay on August 18-19, 2003. Mr. Goodman appeared at the request of Susan Harper, Canadian Ambassador to Uruguay, for a representative from CCPPP to inform local leaders about P3 issues.

  • Speaking notes from Hon. Colin Hansen, Minister of Health Services, Province of British Columbia, at the "Focusing on the Nuts & Bolts of Successful PPPs" conference held in Vancouver on June 25, 2003. Minister Hansen provided an overview of his government's commitment to PPP and some projects underway in the health field.
