It replaces a rapidly aging 2-kilometre stretch of freeway with a new road and two bridge structures over the Red River and CP Rail mainline. Plenary Roads' plan kept at least four lanes of a major artery into Winnipeg's downtown open at all peak travel times during construction. With a total capital cost of $195 million, the Design Build Finance Maintain project saved the City of Winnipeg approximately 17% in comparison to the traditional delivery approach.
