- The book examines privatization in England,
France, and the United States and concludes that the sale of
treatment plants or the contracting out of their operations and
maintenance has often brought capital investment, expertise,
innovation, and efficiency to utilities. Ms. Brubaker cites
numerous problems with traditional public service delivery
models and argues that PPP’s are a better option for water and
